What are private servers?
When you connect to a region in the game, you're joining a server run by a company, which hosts a bunch of rooms.
A private server is running your own server from your computer, which players can connect to by it's IP address.

Why would I host one?
The main benefit of private servers is the fact that if the game's official servers ever go down, multiplayer can be continued this way with no cost to anyone.
Private servers also allow for easy force-disconnects when kicking (nobody is unkickable), IP address banning and an admin authentication system.
More information regarding these are available on the server hosting page linked below.

How do I connect to one?
In the main menu, press the multiplayer button and then the LAN button at the bottom left. Enter the IP address and port of the server
you wish to join. The port number will most likely always be 5055.
Unless you know the server owner and they have shared an admin password with you, you don't need to put anything into the admin
password text box. Otherwise, enter the password you've been given to be granted administrator privileges while you're on that server.

How do I get players to know my server exists?
If you're hosting a server, you're going to have to share the IP address somewhere, with your guild or with friends. If you don't have either
of those, you're out of luck because the official forum has been effectively shut down and the community has mostly disappeared.
